California Governor signs bill to increase opportunities for sportsmen (10/23/2003)

California Gov. Gray Davis (D) has signed a bill establishing a program that benefits sportsmen by encouraging property owners to open their land to hunting and other wildlife-related recreation.

Assembly Bill 396, sponsored by Assemblyman Tom Harman, R-Huntington Beach, creates the Shared Habitat Alliance for Recreational Enhancement Program. It consists of a partnership between the California Department of Fish and Game, nonprofit conservation groups, and other interested nongovernmental organizations. The bill authorizes the partnership to enter into voluntary agreements with property owners to make their land available to the public for wildlife dependant recreation activities such as hunting and fishing. Similar programs exist in Kansas and Minnesota.

The bill passed the Assembly by a vote of 58-10 and the Senate by a vote of 22-15. The U.S. Sportsmen's Alliance urged California sportsmen to ask Gov. Davis to sign the bill. He heeded the sportsmen's voice, signing AB 396 on October 10.
